American in hit-and-run incident arrested in Biliran

ORMOC CITY, Leyte, Philippines --- An American who is facing charges of reckless imprudence resulting in homicide was arrested by police officers on Tuesday, Aug. 30, in Almeria town, Biliran. Scott Robert Franzen, 61, was the subject of an arrest warrant issued by Judge Luz Navarrete of the Regional Trial Court Branch 16 in Naval, Biliran. Bail was set at P60,000, said Lt. Edwin Simbajon, chief of the Almeria Municipal Police Station.
