MANILA, Philippines --- The Office of the Ombudsman can't compel public officials to file their Statement of Assets, Liabilities and Net Worth (SALN) as noncompliance does not carry any criminal liability, according to Manila Rep. Bienvenido Abante Jr. Abante offered this opinion, which he said based on his conversation with Ombudsman Samuel Martires, during the plenary debates on the budget at the House of Representatives on Tuesday.
