MANILA, Philippines --- The Land Transportation Office (LTO) will investigate how even rundown vehicles manage to get registered, its chief, Teofilo Guadiz III, said in a statement issued on Monday. The statement was apparently prompted by a video shared online showing a rundown truck with a renewed registration this year. The video also showed jeepneys that were illegally parked in makeshift terminals, emitting black smoke, and had insufficient lighting.
