TABUK CITY, Kalinga--Vice President Sara Duterte was declared an "adopted daughter" of Kalinga province when she graced the Bodong Festival and the 28th founding anniversary of the province at the Kalinga capitol gymnasium in this city on Monday, Feb. 13. The Kalinga provincial board passed a resolution containing the declaration, which was signed by Governor James Edduba. Duterte was also conferred the title, "Lumingay," which means loving and strong.
