MANILA, Philippines --- The House Committee on Basic Education and Culture deferred on Monday the approval of a bill seeking to institute a career progression system for teachers when it found errors in the budget estimate. The committee had a misunderstanding during the hearing with the Department of Budget and Management about how much funding would be needed to implement the bill -- the proposed Teacher Career Progression Act --- which is a substitutefor House Bills No. 1580 and 3554.
