MANILA, Philippines---How does one become eligible for the Senate? The 1987 Constitution has only five requirements, but once elected, how should senators, as representatives of the people, act? Last week, former Senate President Franklin Drilon asked current members of the Senate to mind their conduct, especially when in sessions or committee hearings.
